我国企业环保信用评价制度的改革实践进展研究

摘　　要：通过对近年我国主要省级、市级生态环境部门制定的企业环保信用评价政策及其实施成效进行收集、整理、分类、比较和归纳,研究发现,企业环保信用评价正在逐步纳入碳信用机制、评价实施的统筹性不断增强、监管效应日趋凸显。与此同时,环保信用评价体系还存在环保诚信企业守信激励不明确、环保信用评价在社会信用体系建设中地位不突出等问题。建议加快推进环保信用评价的规范化、制度化,强化评价结果在分级分类监管方面的应用,以及率先推进该项评价与绿色创新和绿色金融的衔接和联动。By collecting,organizing,categorizing.comparing,and summanizing the corporate envi-ronmental credit evaluation policies and their implementation effects recently formulated by provin-cial and municipal ecological environment authorities in China,this study reveals that environmen-tal credit evaluation is gradually incorporating carbon credit mechanisms,demonstrating improved coordination of the ecological environment departments and better regulatory effects.However,there are still nany problems,such as unclear incentives for environmentally credible enterprises and the insufficient prominence of environmental credit evaluation within the social credit system.This paper suggests that accelerating the standardization and intutionalization of environmental credit evaluation,strengthening the application of evaluation results in graded and categorized regu-lation,and prioritizing the integration and linkage of this evaluation with green innovation and green finance.
