四川省清洁能源示范省政策的碳减排效应评估——基于合成控制法  

Evaluating the Carbon Reduction Effects of Clean Energy Demonstration Policies in Sichuan Province:A Synthetic Control Approach

摘　　要：清洁能源示范省建设是对节能减排、减污降碳、改善能源结构的重要探索和实践,为其他地区提供了试验范本和参考。为科学准确地评估清洁能源示范省政策的碳减排效应,基于四川省2005—2020年碳排放数据,采用合成控制法对四川省政策实施后碳排放变动情况进行了分析。结果表明,清洁能源示范省政策的实施对四川省碳减排有显著正向效应,且政策效果稳健,应加快推进清洁能源示范省政策的全面实施,并在实施中持续改进和完善该政策。Designating clean energy demonstration province represents a critical initiative to energy conservation,multi-pollutant emission reduction,and energy mix optimization,serving as a experiment model for other regions.To scientifically and accurately assess the effects of carbon reduction of clean energy policies for the demonstration provinces,we analyzed the changes in carbon emission reduction after implementing the clean energy policies based on the data in Sichuan Province from 2005 to 2020.Results indicate that the policy implementation has a significant positive and robust effect on reducing carbon emissions.We recommend nationwide implementation of the clean energy demonstration province policy,coupled with continuous refinements in practice.
