农业转移人口住房满意度影响因素分析与保障政策完善

摘　　要：推进农业转移人口市民化是新型城镇化首要任务。住房满意度能够真实反映转移人口的住房需求与其实际住房状况的差异,是影响农业转移人口市民化的重要因素。本文基于2024年8月对13个城市1665位农业转移人口一对一调研数据研究发现,居住面积、性别、工作状态显著影响着住房满意度,其中人均居住面积的影响最为显著。结合重点城市农业转移人口基本情况调研提出建议如下:加快完善农业转移人口统计制度,摸清家底;将稳定居住的农业转移人口全面纳入住房保障体系;扩大公租房兜底保障,优先帮助从事城市公共服务和举家迁移的农业转移人口住有安居;以发展保租房为重点,全面改善量大面广的农业转移人口居住条件;高房价城市应加大配售型保障性住房筹集,助力实现居者有其屋。Promoting the citizenization of rural migrant population is the primary task of newtype urbanization.Housing satisfaction genuinely reflects the difference between the housing demand of migrants and their actual housing conditions,which is the significant factor of the citizenization of rural migrant population.Based on one-on-one survey data from 1665 agricultural migrants across 13 cities in August 2024,this study found the housing satisfaction was significantly affected by living space,gender,and employment status,while the average living space per person having the most pronounced impact.Combining the survey of agricultural migrants in major cities,this study proposes some of the following recommendations:to improve the statistical system and investigate the basic information of rural migrant population;to fully integrate the stably rural migrant population into the housing security system;to expand the bottom-line guarantee of the public rental housing and give the priority help to the rural migrant population which engaged in urban public services or migrating with their families;to focus on the development of government-subsidized rental housing and improve the living conditions of the rural migrant population;and to increase the supply of the affordable housing in cities with high housing prices so as to achieve the goal of home ownership for all residents.
