政策学习视域下中国保障性住房政策演变研究

摘　　要：将政策学习理论应用于分析中国保障性住房政策演变的历程,可揭示出政策演变的内在机理。内生学习确保了保障性住房政策能够吸纳经验,同时纠正不足和弊端,使得政策内容和执行方式更加科学化;社会学习促使政策制定者对保障性住房政策的理解更加深入,并通过学习机制进行反馈,促使政策内容、执行方式、实施方案等方面发生重要变革,构成政策演变的核心;政治学习则聚焦保障性住房政策释放的政治内涵、时代价值和发展路径,并伴随政党资源调动、考核监督和调研开展等过程,丰富了政策的内涵。Applying the policy learning theory to the evolution of affordable housing policy in China can reveal the internal mechanism of policy evolution.Endogenous learning ensures that affordable housing policies can absorb experience,correct deficiencies and disadvantages,and make policy contents and implementation methods more scientific.Social learning encourages policymakers to gain a better understanding of affordable housing policies,as well as feedback through learning mechanisms,to promote significant changes in policy content,implementation methods,implementation plans,and other aspects,which constitute the core of policy evolution.Political learning focuses on political connotation,times value and development path of affordable housing policy,along with the process of party resource mobilization,assessment,supervision and research,which enriches the connotation of the policy.
