国内外应对危机的五次经济刺激政策的比较研究——发挥金融逆周期调节作用的思考

摘　　要：当前,中国经济正面临经济全球化和逆全球化相互交织、大国竞争与合作日趋复杂的严峻形势。面对百年变局,精准研判经济形势,深入理解党中央决策部署的根本逻辑和深刻内涵,有效提升落地执行能力,具有重要的现实意义。本研究简要回顾国内外五次经济刺激政策,从背景与原因、思路与措施、效果与评价三个维度,以及财政政策、货币政策、结构性改革三个重点,进行对比分析,得到三点启示:一是政府必须在危机初期就要果断出手、扭转预期、稳定信心;二是有效的刺激政策,一定是“鸡尾酒式”的政策组合拳;三是政策性金融在应对危机的制度安排中具有不可替代的独特优势。文章对下一步更好发挥金融逆周期调节作用提出思考。The Chinese economy is facing a severe situation of intertwined economic globalization and anti globalization,and increasingly complex competition and cooperation among major powers.Faced with a hundred years of change,there are very important practical significance to Accurately assessing the economic situation,gaining a deep understanding of central decision-making and deployment,and effectively enhancing the ability to implement policies.This study provides a brief review of five economic stimulus policies both domestically and internationally.The paper provide the comparative analysis from three dimensions:background and reasons,ideas and measures,and effects and evaluations.The paper puts forward the comparative study from the three key points of policy,monetary policy,and structural reform.Then the study obtains three conclusions,and raises suggestions for stabilizing the real estate market.
