摘 要:房地产是防范化解系统性风险的重点领域,西班牙在应对和化解房地产危机上的经验给我国当下构建房地产发展新模式提供了借鉴。本文对1995—2007年西班牙房地产泡沫的形成原因和破灭后果进行了简要分析,在此基础上重点介绍西班牙是如何处理和应对这场房地产危机的,包括推动银行业的并购重组、建立银行重组资产管理公司、出台《土地法》和完善住房保障制度、经济的结构性改革。最后归纳了于中国有借鉴价值的经验,服务于监管部门的政策制定,以期更好地解决当下中国面临的房地产问题。Real estate is a key area for preventing and mitigating systemic risks.Spain's experiences in dealing with and resolving real estate crises offer valuable lessons for China’s current efforts to develop new models of real estate development.This paper provides a brief analysis of the causes of the Spanish real estate bubble from 1995 to 2007 and its aftermath.It then focuses on how Spain handled and responded to this crisis,including measures such as promoting mergers and acquisitions in the banking sector,establishing a bank restructuring asset management company,enacting the Land Law,improving housing security systems,and implementing structural economic reforms.Finally,it summarizes the lessons that are relevant to China,aiming to support policy-making by regulatory authorities and to better address the current real estate challenges in China.
