摘  要:租赁已经成为我国大城市重要居住方式,党的十九大报告提出“加快建立多主体供给、多渠道保障、租购并举的住房制度”。为开展租赁住房发展监测研究,中国城市规划设计研究院编写发布了《2024年度中国重点城市租赁住房发展报告》。报告以实现“美好租住生活”为目标,通过更加精准完善的指标体系,从市场健康性、供需匹配性、租住宜居性三大维度动态评估租赁住房发展的量质水平。本文侧重展现我国重点城市“租购并举”政策实施的积极成效,总结概括了租赁住房发展呈现“更便宜、更充足、更舒适、更便捷、更专业、更可持续”等六大特征;同时也研究剖析了我国重点城市租赁住房发展面临的主要挑战,并提出了针对性的对策建议。Leasing has become an important way of living in major cities in China.The report of the 19th National Congress of the Communist Party of China proposed to“accelerate the establishment of a housing system with multi-party supply,multi-channel guarantee,and a combination of renting and purchasing”.To conduct monitoring and research on rental housing development,the China Academy of Urban Planning and Design has compiled and released the〈2024 Annual Report on Rental Housing Development in Key Cities of China〉.The report aims to achieve a“better rental life”and dynamically evaluates the quality and quantity of rental housing development from three dimensions:market health,supply-demand matching,and livability through a more accurate and comprehensive indicator system.This article focuses on showcasing the positive effects of the implementation of the“rental and purchase simultaneously”policy in key cities in China,and summarizes six major characteristics of rental housing development,including“cheaper,more abundant,more comfortable,more convenient,more professional,and more sustainable”.At the same time,the main challenges faced by the development of rental housing in key cities in China were also studied and analyzed,and targeted countermeasures and suggestions were proposed.
