摘　　要：我国残疾儿童康复救助制度历经渐进且系统的梯度发展历程,围绕法治化、多主体、全覆盖、高水平等基本原则,在制度建设、主体优化、对象扩充、内容强化等方面取得了显著成效。作为新生制度,残疾儿童康复救助制度在现实运行中不可避免地暴露出实践基础不牢固、内容设计不明晰、运行机制不畅通、配套制度不完善等诸多现实难题。未来残疾儿童康复救助制度要立足持续协调、包容精准、动态高效以及温暖均衡的优化理念,全面助推基础要素的激活、制度内容的完善、综合机制的创新以及配套体系的建构,实现其高质量发展。China's rehabilitation assistance system for children with disabilities has gone through a gradual and systematic gradient process of development,and has achieved remarkable results in terms of system construction,optimization of the main body,expansion of the target group,and enhancement of the content,based on the basic principles of the rule of law,multiple main bodies,full coverage,and a high level of performance.As a new system,the rehabilitation assistance system for children with disabilities has inevitably revealed a number of practical constraints in its operation,such as a weak practical foundation,unclear content design,poor operational mechanisms and imperfect supporting systems.In the future,the rehabilitation assistance system for children with disabilities should be based on the optimization concepts of continuous coordination,inclusiveness and precision,dynamism and efficiency,and warmth and balance,and should comprehensively promote the activation of basic elements,the improvement of the system's content,the innovation of a comprehensive mechanism,and the construction of a supporting system,so as to achieve its high-quality development.
