摘  要:与煤炭运输干线铁路衔接的港口铁路运输能力不足,会造成运输能力瓶颈,限制干线铁路运输能力释放,影响运输任务完成,对扩大煤炭铁海联运方式产生不利影响。以滦港线为例,通过将单线铁路改为双线铁路,提升线路技术标准,实现下行重车与上行空车分线运行;开行重载直达列车,合理分流运输压力;提升车辆使用效率,强化配空管理,弥补空车不足;及时组织车流上线,压缩重车在站停留时间,控制无调中转列车停留时间等工程和管理措施,有效提升了港口铁路的运输能力,使干线铁路运输能力得到发挥,有利于降低煤炭运输环节碳排放。The insufficient transportation capacity of the port railway connecting with the coal transportation trunk railway can cause transportation capacity bottlenecks,restrict the release of trunk railway transportation capacity,affect the completion of transportation tasks,and have adverse effects on expanding the coal rail sea intermodal transportation mode.Taking the Luanxian-Jingtanggang Line as an example,by changing a single track railway to a double track railway,the technical standards of the line had been improved and achieved the separation of down loaded and up empty trains for operation;Operate heavy-duty direct trains and reasonably distribute transportation pressure;Improve vehicle usage efficiency,strengthen empty trains management,and make up for the shortage of empty vehicles;Timely organizing trains online,compressing the waiting time of heavy trains at the station,and controlling the waiting time of non-dispatching transfer trains have effectively enhancing the transportation capacity of port railways,enabling the utilization of trunk railway transportation capacity,and helping to reduce carbon emissions in coal transportation.
