摘　　要：随着我国城市发展进程推进,老旧小区综合改造成为提升城市品质、改善居民生活的关键举措。本文研究了老旧小区综合改造投融资及运作管理模式,分析其各自特点、优势与局限性。在运作管理上,对PPP模式、改造工程自平衡模式、劲松模式、片区统筹模式、文商旅融合模式等进行了研究,阐述了每种模式的架构、案例实践及经验借鉴。同时,针对改造过程中的难点问题,提出了多元化融资创新、居民参与激励和科学规划与高效管理等应对策略,旨在为我国老旧小区综合改造融资和运作管理提供理论支撑与实践指导,促进城市可持续发展与社会和谐稳定。With the advancement of urban development in China,the comprehensive renovation of old residential districts has become a key initiative to enhance urban quality and improve the residents’living conditions.This paper studies the investment,financing,operation and management modes of such renovations,and analyzes their respective characteristics,advantages and limitations.In terms of operation and management,it studies Public-Private Partnership(PPP)mode,self-balancing mode of renovation project,Jinsong mode,district coordination mode,and integration mode of culture,commerce and tourism,.The paper elaborates on the framework,case practices and lessons learned for each mode.Meanwhile,for the difficult problems in the renovation process,it proposes countermeasures such as diversified financing innovation,residents’participation incentive and scientific planning with efficient management,aiming to provide theoretical support and practical guidance for the financing and operation management of comprehensive renovation of China’s old residential districts,and to promote the sustainable urban development as well as social harmony and stability.
