More Solid Steps to Further the Reform of the Collective Forest Tenure System

摘　　要：我国现有集体林地25.68亿亩,占林地总面积的60.26%,分布在全国2600多个县,涉及1亿多农户。2002年,习近平总书记在福建工作期间,亲自谋划和推动实施了集体林权制度改革(以下简称“集体林改”)。2008年,在总结福建、江西等地经验的基础上,中央全面启动集体林改。党的十八大以来,习近平总书记多次作出重要指示和批示,为深化集体林改指明了方向,提供了根本遵循。China has 2.568 billion mu(1.712 million square kilometers)of collective-owned forest land(CFL),which represents 60.26%of the total forest area.The CFL scattered across more than 2,600 counties involves over 100 million farming households.In 2008,the CPC Central Committee and the State Council issued the"Opinions on Comprehensively Advancing the Reform of the Collective Forest Tenure System(CFTS),"launching a nationwide reform.Since the 18th National Congress of the CPC,President Xi Jinping has made several important instructions to chart the course for deepening this reform.In 2016,the General Office of the State Council released the"Opinions on Improving the CFTS".In view of the new reality,in 2023,the General Office of the CPC Central Committee and the General Office of the State Council unveiled"The Plan for Deepening the Reform of the CFTS".
