西部边疆地区中长期铁路网规划研究——以云南省为例

摘　　要：随着2004版、2008版、2016版《中长期铁路网规划》深入实施,我国中部、东部地区铁路建设普遍进入“提质”阶段。与中部、东部地区不同,西部边疆地区经济社会发展相对薄弱,普遍存在铁路网络规模小、技术标准低、路网布局不尽合理等问题,正处于“增量”发展阶段,如何做好西部边疆地区中长期铁路网规划是亟待解决的问题。区别于中部、东部地区当前以“问题导向”为主的规划,本研究提出西部地区宜采用“问题导向、战略导向、需求导向”的规划方法,同时融入“分层、分类”的规划理念。以云南省为例进行分析,分别构建高速铁路网、城际铁路网、普速铁路网,实现了路网规模和质量的双重提升,有力支撑了云南省经济社会高质量发展。With the in-depth implementation of the 2004,2008 and 2016 versions of the Medium and Long-Term Railway Network Planning,railway construction in central and eastern China has generally entered the“quality improvement”stage.Different from the central and eastern regions,the economic and social development of the western frontier region is relatively weak,and there are common problems such as small scale railway network,low technical standards,and unreasonable network layout,which are in the stage of“incremental”development.How to do a good job in the medium and long-term railway network planning in the western frontier region is an urgent problem to be solved.Different from the current“problem-oriented”planning in the central and eastern regions,this study proposes that the western region should adopt“problem-oriented,strategy-oriented and demand-oriented”planning methods,and integrate the planning concept of“stratification and classification”.Taking Yunnan as an example,the high-speed railway network,intercity railway network and universal speed railway network were constructed respectively,which realize the double improvement of the scale and quality of the network,and strongly support the high-quality economic and social development of Yunnan.
