关于推进构建国有企业大监督体系的探析

摘　　要：党的二十大报告对坚定不移全面从严治党作出战略部署,要求健全党的统一领导、全面覆盖、权威高效的监督体系,完善权力监督制约机制,以党内监督为主导,促进各类监督贯通协调。随着全面从严治党的不断深入,对大监督体系的研究、探索和实践成为重要课题,构建以党内监督为主导,有效发挥纪检监察专责监督、巡视巡察政治监督、审计经济监督、职能部门职能监督和基层纪检委员末端监督作用的“大监督”格局已经成为国有企业监督管理的“新常态”。本文通过探析如何推进构建国有企业大监督体系格局,助推国有企业高质量发展。The report of the 20th National Congress of the Communist Party of China has made strategic arrangements for firmly implementing strict governance of the Party in all respects,requiring the improvement of the Party's unified leadership,comprehensive coverage,authoritative and efficient supervision system,improving the mechanism for supervising and restricting rights,promoting coordinated oversight of various types under the guidance of intra-party supervision.With the continuous strengthen of the comprehensive strict governance of the Party,the research,exploration,and practice of the large-scale supervision system have become important subject.Building a"large-scale supervision"pattern led by intra-party supervision,effectively exerting the role of disciplinary inspection and supervision,political supervision through inspection and patrol,economic supervision through auditing,functional supervision executed by corresponding departments,and end supervision implemented by grassroots disciplinary inspection committee has become the"new normal"for the supervision and management of state-owned enterprises.This article explores how to promote the construction of a large-scale supervision system for state-owned enterprises and promote their high-quality development.
