摘　　要：2024年,电子文件单轨制归档与电子档案单套制管理的法规标准、理论体系、实践经验及技术路径,均逐步走向完善与成熟。政务服务、建设项目与机关系统中的单套制归档方案复用性不断增强,数据治理和人工智能研究热度持续攀升。但整体而言,组织机构内电子文件归档尚未全面铺开,与数据归档的衔接关系仍需进一步探讨,电子档案管理与数据管理的衔接路径尚未打通,人工智能赋能档案数智化转型的基本路径尚不清晰。未来我国电子文件归档与电子档案管理,需要在更多元的业务场景下,厘清电子文件与业务数据的理论关系,加强电子文件单套制归档的标准化实施,规划电子档案管理与数据管理的协同合作,深化智能技术在档案数智化转型中的创造性应用。The regulatory standards,theoretical systems,practical experience,and technical paths for the single-track archiving of electronic documents and the single-set management of electronic archives are gradually moving towards perfection and maturity in 2024.The reusability of single system archiving solutions in government services,construction projects,and institutional systems has been enhanced,and research on data governance and artificial intelligence is constantly gaining popularity.However,the implementation of electronic file archiving within organizational structures remains incomplete,and the connection with data archiving still requires further exploration.The connection path between electronic file management and data management has not been established,and the basic path for AI-enabled digital transformation of archives is still unclear.Going forward,it is imperative for China to elucidate the theoretical relationship between electronic files and business data in a more diverse range of business scenarios.The standardized implementation of electronic file single set archiving must be strengthened,and the collaboration between electronic file management and data management should be planned.Furthermore,the creative application of intelligent technology in the digital transformation of archives must be deepened.
