深化档案文化建设 提升档案治理效能——面向“十五五”的档案文化建设思考

摘　　要：档案文化建设与档案治理具有逻辑一致性,档案文化治理不仅是档案治理的具体表达,更是档案文化建设的最终目标。“十五五”时期的档案文化建设应以档案文化社会化认同为目标,达成档案文化治理的愿景,从而发挥文化内在的控制力,推进中国式档案事业现代化发展。这一目标可通过“顶天”“立地”两个方向实现,通过“顶天”承接顶层设计,融入国家大局;借由“立地”扎根公众、服务人民,实现政策融入度与社会认可度的双重突破。具体而言,则可从意识转变、资源校准、基础突破、特色深耕四个方面采取对策。The development of archival culture and archival governance share logical consistency.Archival culture governance is not only a specific manifestation of archival governance,but also the ultimate goal of archival culture development.During the 15th Five-Year Plan period,the development of archival culture should aim at the social identification of archival culture,and archival culture governance should be achieved,so as to give play to the internal control power of culture and promote the modernized development of China’s archival undertakings.This goal can be achieved in two directions:"reaching for the sky"and"rooting in the ground".By"reaching for the sky",it can undertake top-level design and integrate into the overall national situation;by"rooting in the ground",it can take root among the public,serve the people,and achieve a double breakthrough in policy integration and social recognition.Specifically,measures can be taken from four aspects:transformation of awareness,calibration of resources,breakthrough in the foundation,and in-depth cultivation of characteristics.
