摘　　要：为积极应对气候变化、控制温室气体排放,我国启动了全国碳排放权交易市场。2024年5月1日,《碳排放权交易管理暂行条例》正式施行,为全国碳排放权交易提供了法律保障。本文介绍了全国碳市场建设进展、《碳排放权交易管理暂行条例》主要特点和政策导向,并结合内蒙古实际提出更好融入全国碳排放权交易市场的对策建议,以期为主管部门和相关企业如何抓住机遇、迎接挑战,积极参与碳交易、投身碳金融,促进我国经济绿色转型、如期实现“双碳”目标提供参考。To actively address climate change and control greenhouse gas emissions,China has launched a national carbon emissions trading market.On May 1,2024,the Interim Regulations on the Administration of Carbon Emission Trading were officially implemented,providing legal protection for national carbon emission trading.This article introduces the progress of national carbon market construction,the main characteristics and policy guidance of the Interim Regulations on the Management of Carbon Emission Trading,and proposes countermeasures and suggestions for better integration into the national carbon market based on the actual situation in Inner Mongolia.The aim is to provide reference for the competent authorities and related enterprises on how to seize opportunities,meet challenges,actively participate in carbon trading and carbon finance,promote the green transformation of China′s economy,and achieve the"dual carbon"goals as scheduled.
