校园治理视阈下高校加强电信诈骗防范的思考

摘　　要：高校加强电信诈骗防范是校园治理的重要一环。为此,全面梳理了校园电信诈骗的主要类型与特点,结合已有文献研究和工作实践,从结构、个人、学校和社会四个层面分析了当前校园电信诈骗防范工作的难点,进而基于校园治理视阈,提出从制度建设、宣传教育、校园防控和主体协同等方面综合施策,提升电信诈骗防范成效的路径。Strengthening the prevention of telecom fraud in universities constitutes a crucial component of campus governance.This paper systematically reviews the main types and characteristics of campus telecom fraud.By integrating findings from existing literature and practical experiences,it analyzes the challenges in current prevention efforts from four dimensions:structural factors,individual behaviors,institutional management,and social influences.From the perspective of campus governance,the paper then proposes a multi-pronged approach to enhance the effectiveness of telecom fraud prevention.The proposed strategies include strengthening institutional construction,improving publicity and education initiatives,enhancing campus-wide prevention and control measures,and promoting coordination among various stakeholders.
