中国共产党伦理观视域下以德治党的核心要义与实践进路

摘　　要：中国共产党伦理观是党的远大理想与党员主体德行要求的集中体现,蕴含了党致力于实现共产主义的远大理想,全体党员坚持以人民为中心的价值理念以及党员干部严守公正、依法、为民、廉洁的权力观。中国共产党自成立之日起,高度重视自身道德建设,始终把以德治党作为管党治党的重要手段。中国共产党的伦理观是以德治党的必要前提,以德治党的实践发展也促使中国共产党的伦理观不断革新。党的伦理观明确了提高长期执政能力的内在要求,指明了供给道德秩序的鲜明导向,满足了人民对美好生活的向往的实践目的,坚持了德治与法治的和谐统一等要义。新时代坚持以德治党,重点在于坚持以人民为中心的根本立场,践行党的根本工作路线,涵养党员先进纯洁的道德修养,加强依规治党与以德治党的有机结合。The ethical principles of the Communist Party of China(CPC)are a concentrated manifestation of the Partys lofty ideals and the moral requirements of its members.It embodies the Partys commitment to the lofty ideals of realizing communism,the adherence of all Party members to peoplecentered values,and the strict observance by Party members and cadres of principles of justice,lawfulness,service to the people,and integrity in power.Since its founding,the CPC has placed great emphasis on its own ethical construction and has always regarded“governing the Party with morality”as an important approach to Party governance.The ethics of the CPC is a necessary prerequisite for governing the party with morality,and the practical development of governing the party with morality also promotes the continuous innovation of the ethics of the CPC.The CPCs ethical principles clarify the inherent requirement of improving long-term governing capacity,provide distinctive guides for ethical order,help fulfill peoples aspirations for a better life,and maintain the harmonious unity of virtuous governance,the rule of law,and other essentials.In the new era,maintaining“governing the Party with morality”focuses on keeping a people-centered core value,practicing the Partys fundamental working path,cultivating advanced and pure moral character,and strengthening the organic combination of governing the Party according to rules and governing the Party with morality.
