摘　　要：山东省“无废城市”建设的主要任务之一是推动制定山东省固体废物污染环境防治地方性法规,完善固体废物资源化利用地方标准体系。梳理分析了2023年山东省大宗工业固体废物的产生量、综合利用量、产生行业情况。同时调研当前我国各省(区)大宗工业固体废物资源化利用地方标准建设现状,分析总结出目前山东省在大宗工业固体废物资源化利用地方标准体系建设存在的问题,有针对性的提出资源化利用地方标准建设的对策建议,以推进山东省大宗工业固体废物污染防治,完善山东省大宗工业固体废物资源化利用地方标准体系建设。∶Key tasks in the construction of a“waste-free city”in Shandong Province are to formulate local regulations for solid-waste pollution prevention and control and to enhance the local standard system for solid-waste resource utilization.This study reviews the generation volume,comprehensive utilization rate,and industry-specific distribution of bulk industrial solid waste in Shandong Province in 2023.This study also investigates the current status of local standards for the resource utilization of bulk industrial solid waste across different provinces(autonomous regions)in China.Based on this comparative analysis,this study identifies existing issues in the local standard system for the resource utilization of bulk industrial solid waste in Shandong Province and proposes targeted countermeasures.These recommendations enhance pollution prevention and promote the establishment of a comprehensive local standard system for bulk industrial solid-waste resource utilization in Shandong Province.
