城市环境规制对中国企业全球价值链地位的影响研究

摘　　要：城市环境规制是我国推进生态文明建设的重要制度保障,但也因其严格管制的政策特点对企业贸易行为产生了深刻影响。本文基于2000—2015年中国微观企业层面数据,以286个城市政府工作报告中环境保护相关词汇占比作为环境规制的衡量指标,考察其对中国企业全球价值链地位的影响及具体作用机制。研究表明:城市环境规制对企业全球价值链地位具有正向作用。作用机制检验发现,环境规制通过阻碍技术创新降低了企业全球价值链地位,但却通过绿色转型升级、人力资本和城镇化效应提升了企业全球价值链地位。地方环境规制强度、财政支出占比、城镇化和执法力度的门槛效应能够改变环境规制对企业全球价值链地位的作用效果。具体而言,财政支出占比较小、城镇化水平较高及执法力度较弱时,环境规制对企业全球价值链地位的不利影响比较明显。不断探索各城市最优环境规制政策阈值,提升地方政府环境治理效率,推动绿色技术创新,是助力中国企业向全球价值链高端攀升的有效路径。Urban environmental regulation serves as an important institutional guarantee for advancing the construction of ecological civilization in China.However,due to its stringent control,it also profoundly impacts the trade behavior of enterprises.Using data of Chinese enterprises from 2000 to 2015,this paper measures environmental regulation by calculating the proportion of environmental protection-related words in government work reports of 286 cities,and examines its influence on the global value chain position of Chinese enterprises and the specific mechanisms.The findings indicate that urban environmental regulation positively influences the global value chain position of enterprises.Mechanism analysis reveals that while environmental regulation reduces the global value chain position by hindering technological innovation,it enhances the position through green transformation and upgrading,human capital development,and urbanization effects.Threshold effects related to local environmental regulation intensity,fiscal expenditure proportion,urbanization,and law enforcement alter the impact of environmental regulation on the global value chain position of enterprises.Specifically,when fiscal expenditure is low,urbanization is high,and law enforcement is weak,the adverse effects of environmental regulation on the global value chain position of enterprises become more pronounced.Exploring optimal city-level environmental regulation thresholds,enhancing local governments'environmental governance efficiency,and promoting green technological innovation are effective ways to help Chinese enterprises move up the global value chain.
