摘　　要：中国陆地边疆地区地域辽阔,邻国众多,资源丰富,民族多样,文化多元,在统筹国内和国际两个大局中具有重要的战略地位。文化是国家与民族的灵魂,是社会的精神力量,关乎国本和国运,是推动文化产业创收和文化事业发展及民族团结、社会稳定和国家安全的经济资源、精神支柱和心理基础。以习近平文化思想为指导,充分挖掘边疆地区的文化资源,以文化产业创收发展文化经济、以文化事业发展增强国家认同,以文化安全维护推进柔性治理,增强边疆地区各族民众的获得感、归属感和安全感,对于凝聚民心、汇聚民力、激发民智,调动边疆地区各族人民建设边疆、保卫边疆的主动性、积极性与自觉性,促进边疆地区高质量发展、高水平安全与高效能治理,具有重要意义。With numerous neighboring countries,abundant resources,ethnic diversity,and cultural pluralism,China’s vast border regions play a strategic role in balancing domestic and international priorities.As the soul of a nation and its people,as well as the spiritual force of society,culture underpins the foundation and destiny of a state.It serves as a vital pillar for the development of cultural industries,the promotion of national unity,the maintenance of social stability,and the safeguarding of national security,functioning both a psychological foundation and an economic resource.In the new era,guided by Xi Jinping Thought on Culture,it is crucial to fully leverage the cultural resources of frontier regions.This involves developing the“cultural economy”through cultural industries,strengthening“national identity”through cultural initiatives,and promoting“soft governance”through cultural security.Besides,enhancing the sense of fulfillment,belonging,and security among all ethnic groups in frontier regions is essential for uniting public sentiment,strengthening collective cohesion,and harnessing shared wisdom.This approach empowers frontier population by fostering their initiative,enthusiasm,and sense of responsibility in contributing to the development and defense of these regions,ultimately promoting high-quality development,high-level security,and efficient governance.
