开卷应考到自洽调适:追赶型城市数字政府建设的解释路径

摘　　要：不同于引领型城市内生驱动的主动创新,追赶型城市的数字政府建设具有较为明显的外部驱动性和被动色彩。具体实践中,政策引领、经验示范、指标考核、调适改进等内嵌于技术平台建设、结构流程重塑、政务服务优化等核心事项中,从权威、创新、考评和自洽等维度型塑着追赶型城市数字政府建设的“应考”逻辑。通过对L市的分析得出,追赶型城市的数字政府建设以对标先进为典型实现路径,是在中央政策部署和顶层设计引领下,由组织高位统筹和政绩考核驱动等因素共同推进,有着明显的“开卷”应考特征。在此过程中,自上而下的政策引领、先进经验示范等外部驱动因素极有可能因水土不服而出现排异反应,因此基于本地实际情况进行调适改造是追赶型城市纵深推进数字政府建设的必然路径。Unlike the proactive innovation driven by internal forces in leading cities,the construction of digital government in catch-up cities is more obviously externally driven and passive.In practice,policy guidance,demonstration of experience,performance indicators,and adaptive improvements are embedded in the construction of technical platforms,restructuring of organizational,and optimization of government services,thereby shaping the"examination"logic for the construction of digital governments in catch-up cities from the perspectives of authority,innovation evaluation,and self-organization.This study confirms through the analysis of City L that the construction of digital government in catch-up cities is characterized by benchmarking against advanced models,and promoted by factors such as high-level organizational coordination and performance evaluation,which is a typical path of"open-book"exam.In this process,top-down policy guidance and demonstration of advanced experience are likely to cause rejection reactions due to being incompatible with local conditions.Therefore,transformation based on local realities is the inevitable choice for catch-up cities to deepen the construction of digital governments.
