摘　　要：新质生产力具有多价值维度,国际法治是其重要部分与保障,将新质生产力纳入国际法治研究利于生产力可持续发展。国际法治是全球经济秩序基石与经济活动规范框架,为新质生产力提供规则依据与动力支撑。价值根基方面,新质生产力立足全球化以公平、有序发展为目的,国际法治保障各主体平等参与权,确保资源分配、竞争公平公正,维护全球经济秩序。内在关系上,二者多向规范紧密相连。国际法治为新质生产力各要素提供规则,新质生产力发展促使国际法治调整完善。叙事逻辑上,新质生产力促使全球经济模式转变,国际法治构建新规则体系推动国际经济秩序向新形态跃迁。发展向度上,新质生产力发展推动全球经济格局变化,要求国际法治在治理、合作等方面创新使命。新发展阶段国家应从多方面着手,构建国际法治治理高地、激发国际法治动能、打造国际法治技术产业新质态、构建国际法治体系,释放国际法治潜能、势能与内能。New Quality Productive Forces(NQPF)encompass multiple value dimensions,with international legal governance serving as both a critical component and safeguard.Integrating NQPF into international legal research facilitates sustainable productivity development.As the cornerstone of the global economic order and a normative framework for economic activities,international legal governance provides NQPF with rule-based foundations and dynamic support.Value Foundations:NQPF,rooted in globalization,aims for equitable and orderly development.International legal governance ensures equal participation rights for all actors,guarantees fair resource allocation and competition,and upholds the global economic order.Intrinsic Relationship:The two are interconnected through multidimensional norms.International legal governance establishes rules for NQPF's core elements,while NQPF's evolution drives the refinement of international legal frameworks.Narrative Logic:NQPF catalyzes shifts in global economic models,prompting international legal governance to construct new rule systems that transition the international economic order into a renewed paradigm.Developmental Trajectory:NQPF's advancement reshapes the global economic landscape,demanding innovative missions in international legal governance—spanning regulatory cooperation,dispute resolution,and institutional adaptation.Policy Implications:Nations in the new development phase must:1.Establish international legal governance hubs;2.Mobilize its kinetic energy;3.Foster technology-industry synergies;4.Reform systemic structures to unleash its potential,momentum,and endogenous vitality.
