促进低空经济高质量发展的政策文本量化研究——基于“目标-工具-主体”三维分析框架

摘　　要：低空经济作为国家战略性新兴产业,正处于快速发展阶段,在发展方向、技术攻关、管理模式、风防安全等方面还面临着诸多挑战。采用“目标-工具-主体”三维分析框架,运用Nvivo11 Plus质性研究工具,对现行30份省级及以上低空经济高质量发展促进政策文本进行内容分析,研究发现:当前我国低空经济政策存在着目标与工具拟合度有待提升、工具运用呈现结构性偏差、使用主体能力有待强化等问题。基于此,建议从优化工具使用结构、培育主体使用能力、提升工具内容质量与灵活性三方面健全政策体系,从而为推动低空经济高质量发展提供有效的政策支撑。As a national strategic emerging industry,low-altitude economy is in a rapid development stage,and faces many challenges in development direction,technology research,management mode and wind safety.Adopting the three-dimensional analysis framework of"target-tool-subject"and the qualitative research tool of Nvivo11 Plus,the study analyses the content of 30 provincial and above policy texts on the promotion of high-quality development of low-altitude economy and finds that there are problems with the goals and objectives of low-altitude economic policies in China.The study found that the current low-altitude economic policy in China has the following problems:the fit between the goal and the tool needs to be improved,the use of the tool shows structural bias,and the capacity of the main body of use needs to be strengthened.Based on this,it is suggested that the policy system should be improved in three aspects:optimising the structure of tool use,cultivating the ability of the main body to use the tool,and improving the quality and flexibility of the tool content,so as to provide effective policy support for the promotion of high-quality development of low-altitude economy.
