空间机会视域下城市交通拥堵治理反思与优化

摘  要:交通拥堵治理是城市治理能力现代化的重要体现。传统治理思路仅关注路网饱和度或运行车速等运输技术指标,以降低饱和度为首要目标,忽视了城市交通运输的本质特征。城市交通治理的核心目标是提高居民空间交往的机会、可达性和出行品质,其测度指标可为基于运输效率和基于用地特征的可达性指标。在近似的交通建设资金和交通用地供给约束条件下,可达性值越大,治理效果越好。可采取打造“站城一体”的公交枢纽单元、构建“职住均衡”的活力走廊带、形成“网络化、级差化”的组织典范空间进行组织优化,以提升交通拥堵治理水平。Traffic congestion control is an important manifestation of the modernization of urban governance capacity.The traditional governance approach only focuses on transportation technology indicators such as road saturation or operating speed,with reducing road saturation as the primary goal,ignoring the essential characteristics of urban transportation.This paper argues that the core goal of urban transportation governance is to improve the accessibility and travel quality of residents'spatial communication,and its measurement indicators can be based on transport efficiency and accessibility indicators based on land use characteristics.Under the similar transportation construction funds and transportation land supply,the greater the accessibility value,the better the effect.It is suggested to take measures to create a bus hub unit of"station-city integration",build a dynamic corridor of"job-living balance",and form an optimized organizational space of"network and differential",so as to strengthen the traffic congestion management.
