区域高质量发展水平测度及时空演变研究——以西南地区58个地级市为例

摘　　要：新时代背景下推进西南地区高质量发展是国家区域协调发展战略的重要组成部分。本文从经济、社会和生态三大维度入手,基于2011—2020年西南地区58个地级市(自治州)的面板数据,构建高质量发展综合评价指标体系,采用熵值法、泰尔指数和空间自相关分析法分析高质量发展时空演变特征。研究发现:西南地区高质量发展水平呈稳步提升态势,但整体水平不高;高质量发展水平区域差异显著,但总体差异呈缩小趋势,区域内差异是区域总体差异的主要贡献者;高质量发展水平空间分布不均衡特征明显,基本呈现出“四周高,中间低”的空间分布格局;高质量发展水平存在显著的空间正相关关系,随着时间推移空间集聚程度不断增强。基于此,西南地区应统筹协调经济、社会、生态三大子系统之间的关系,全面提升区域高质量发展水平;在国家战略引领下加快补齐短板弱环,持续缩小区域发展差距;强化生态环境保护和生态修复工作力度,实现绿色可持续发展。Promoting the high-quality development of the southwest region in the context of the new era is an important part of the national strategy for coordinated regional development.This study constructs a comprehensive evaluation index system for high-quality development based on panel data from 58 prefectural-level cities(including autonomous prefectures)in Southwest China spanning from 2011 to 2020.It employs methods such as entropy value analysis,Tyrell's index,and spatial autocorrelation analysis to examine the temporal and spatial evolution characteristics of high-quality development in this region.The findings indicate that:the high-quality development in Southwest China has been steadily improving but the overall level is not high;the regional differences in the high-quality development are significant but the overall differences are on a narrowing trend,with the intra-regional differences being the main contributors to the overall regional differences.The spatial distribution of high-quality development is evidently unbalanced,basically presenting a spatial distribution pattern of“higher levels in the peripheries and lower levels in the center”.Furthermore,there exists a significant positive spatial correlation of high-quality development,notably,the degree of spatial agglomeration is constantly increasing with time.In light of those findings,it is suggested that the southwest region coordinate efforts among its three major subsystems,i.e.,economy,society,and ecology,to improve the high-quality development in the region comprehensively.Under the guidance of national strategy,it is recommended that deficiencies and vulnerabilities be expedited,regional development disparities be continuously diminished,efforts in ecological protection and restoration be enhanced,and green and sustainable development be realized.
