Online collective behavior refers to the collective actions undertaken by internet users in response to a specific event, influenced by shared stimuli within the same online environment. It presents new challenges for urban governance, encompassing issues related to political security, social stability, public infrastructure development, and economic growth. This study investigates the subjects involved in online collective behavior as well as its types and developmental stages. It draws comparisons with traditional forms of collective action while exploring the mechanisms underlying the emergence and evolution of various participating subjects and network clustering behaviors across different stages and types. The findings suggest that compromising public interests during urban development can foster a sense of injustice and negative emotions among residents, potentially triggering online collective behavior.Future research could delve into the psychological mechanisms behind such behavior, particularly the impact of the"Not-In-My-Backyard"(NIMBY)phenomenon and online political discussions,to provide theoretical insights for urban planning.
