风险治理视角下电梯责任保险制度的优化路径研究

摘　　要：本文基于四川省电梯责任保险实践情况,探讨了责任保险如何通过市场机制促进维保质量的提升,进而提高电梯风险治理水平。通过问卷调查,分析电梯责任保险的市场定位和风险治理需求。调查结果显示,电梯责任保险在提升电梯风险治理水平方面具有重要作用,但在推广过程中存在一些挑战。针对这些挑战,提出加强电梯安全风险管理、完善保险产品设计、优化保险费率机制、加强宣传与教育等建议,促进责任保险助力电梯风险治理水平提升。Based on the practice of elevator liability insurance in Sichuan Province,this paper discusses how liability insurance can promote the improvement of maintenance quality through market mechanism,and then improve the level of elevator risk management.Analyze the market positioning and risk management needs of elevator liability insurance through a questionnaire survey.The survey results show that elevator liability insurance plays an important role in improving the level of elevator risk management,but there are some challenges in the promotion process.In response to these challenges,suggestions have been put forward to strengthen elevator safety risk management,improve insurance product design,optimize insurance premium rate mechanisms,strengthen publicity and education,and promote liability insurance to help improve the level of elevator risk governance.
