摘　　要：文章以国内小型游乐设施在飞速发展过程中遇到的问题和困扰为抓手开展研究,根据小型游乐设施的几起事故对其安全风险和隐患进行了解析,研究了相关政策文件对小型游乐设施安全和监管的要求,探讨了小型游乐设施安全与监管的重点与难点。文章从多元共治的角度出发,综合考虑“业务相近”“管行业必须管安全”及“属地管理”等原则后初步研究了辅助监管及管理的技术手段,并从生产、运营管理、监管等全领域提出了降低小型游乐设施安全风险的措施和建议。The article conducts research on the problems and difficulties encountered by small amusement facilities in the rapid development process in China.Based on several accidents of small amusement facilities,it analyzes their safety risks and hidden dangers,studies the requirements of relevant policy documents for the safety and supervision of small amusement facilities,and explores the key and difficult points of safety and supervision of small amusement facilities.The article,from the perspective of diversified governance,comprehensively considers principles such as“business similarity”,“industry management must cover safety management”,and“territorial management”.It preliminarily studies the technical means for auxiliary supervision and management,and then proposes measures and suggestions to reduce the safety risks of small amusement facilities in all aspects including production,operation management,and supervision.
