新时代中俄高等教育合作的成效、挑战与优化策略

摘　　要：中俄高等教育合作在两国新时代全面战略协作伙伴关系中具有重要意义。加强双方高等教育合作在稳固双边关系、增进政治互信、加强战略对接、提升教育水平方面发挥重要作用。随着中俄关系不断向好发展,两国高等教育合作也从初步尝试、积极探索进入全面拓展提升阶段,合作规模持续扩展,成效日益显著。同时,教育合作可能被利用为权力博弈的工具,其进展易受国际环境波动的影响,且在实施中难以平衡各方的利益和需求。面向未来,双方需继续深化高水平大学间合作,探索高等教育协同创新范式;优化双向互动的知识传播机制,形成跨文化教育体系;基于多元共生理念,打造开放包容、互利共赢的新型中俄高等教育合作生态。Sino-Russian cooperation in higher education holds significant importance within the framework of the comprehensive strategic partnership between the two countries in the new era.Strengthening such cooperation plays an important role in consolidating bilateral relations,enhancing political mutual trust,aligning strategic priorities,and improving the quality of education.With the steady development of Sino-Russian relations,the cooperation in higher education between the two countries has evolved from initial attempts and active exploration to a phase of comprehensive expansion and qualitative enhancement.The scale of cooperation has continued to expand with increasingly significant results.At the same time,educational cooperation may be leveraged as a tool in geopolitical competition,rendering its progress susceptible to fluctuations in the international environment.Moreover,it remains challenging to reconcile the diverse interests and demands of all stakeholders in practice.Looking ahead,both sides should continue to deepen partnerships among high-level universities and explore collaborative innovation models in higher education;optimize two-way mechanisms for knowledge dissemination and build an intercultural education system;and,based on the concept of pluralistic symbiosis,foster a new Sino-Russia higher education cooperation ecosystem that is open,inclusive and mutually beneficial.
