The Context Evolution,Historical Achievements and Future Policy Orientation of Promoting the Development of New Productive Forces Through Agricultural Science and Technology Innovation

摘　　要：2024年中央经济工作会议强调“推动科技创新和产业创新融合发展”,部署了“以科技创新引领新质生产力发展,建设现代化产业体系”的重要任务。论文立足中国国情与农情,分别从农业科技创新主体、创新资源和创新环节等视角,探究农业科技创新引领新质生产力发展的脉络演进,厘清我国农业科技力量布局优化、农业基础研究创新能力提高、农业关键核心技术攻关成效显著和农业科技赋能后脱贫时代乡村产业提质增效等方面的农业科技历史成就,最后从落实“分链条、分层级、分类型”的农业科技创新主体布局、加快培育涉农企业科技创新主体地位、构建多层次农业科技人才体系、建立农业科技优先投入机制、加快构建农业科技创新协同攻关体系和统筹布局农业科技计划体系六个方面提出以农业科技创新引领新质生产力发展的未来政策取向。The 2024 Central Economic Work Conference emphasized the important task of promoting the integrated development of scientific and technological innovation and industrial innovation,deployed the important task of leading the development of new quality productive forces with scientific and technological innovation and building a modern industrial system.Focusing on the perspective of agricultural science and technology innovation subjects,innovation resources,and innovation links,this study explores the evolution of the context in which agricultural science and technology innovation leads the development of new quality productivity.It clarifies the historical achievements of agricultural science and technology in China,including the optimization of the layout of agricultural science and technology forces,the improvement of innovation capabilities in agricultural basic research,significant achievements in tackling key core agricultural technologies,and the improvement of rural industry quality and efficiency in the era of poverty alleviation after agricultural science and technology empowerment.Finally,this paper puts forward the future policy orientation of agricultural science and technology innovation to lead the development of new productivity from six aspects:implementing the layout of agricultural science and technology innovation subject with"chain,level and type",accelerating the cultivation of agricultural enterprises'main position in science and technology innovation,building a multi-level agricultural science and technology talent system,establishing a preferential investment mechanism for agricultural science and technology,accelerating the construction of a collaborative research system for agricultural science and technology innovation,and overall planning for agricultural science and technology.
