医养结合发展困境的实证研究

摘　　要：通过文献研究、参与观察及半结构式访谈等方法调研河南省的医养结合机构,通过主题框架法分析医养结合机构的基本概况、政策与资金、人才队伍与信息技术、服务体系与运行机制等情况,发现医养结合机构存在理论建构缺乏、医养结合概念不明晰、配套政策体系不完善、资金保障长效机制待建立、人才队伍顶层设计欠缺、数据信息共享包容性弱、科技养老实现程度低、服务体系与运行机制不健全等问题。基于此,从理念建构、制度设计和基础设施层面为医养结合机构的良性发展提出可行性方案。Through literature research,participatory observation and semi-structured interviews,the study investigates medical and elderly care integration institutions in Henan Province,obtains information on the basic overview,policies and funding,professional teams and information technology,service systems,and operational mechanisms of these institutions.By using thematic framework analysis,it is found that there are problems in these institutions,such as lack of theoretical construction,unclear concept of medical and elderly care integration,imperfect supporting policy systems,the need for the establishment of a long-term funding guarantee mechanism,lack of top-level design for professional teams,weak inclusiveness in data information sharing,low level of realization of technology-based elderly care,and an imperfect service system and operational mechanism,etc.The study proposes countermeasures for the positive development of medical and elderly care integration institutions from three aspects:conceptual construction,institutional design and infrastructure.
