摘　　要：“十四五”时期,公共图书馆遵循“技术驱动-需求牵引-制度保障”协同逻辑,以高质量发展为核心,通过数字化赋能、服务创新与治理升级,构建现代化公共文化服务体系。在馆藏建设中,依托新技术激活古籍等特色资源的文化传承价值;在服务领域,通过信用借阅、数字素养培育及智慧空间改造等多元化举措,提升服务精准性;通过全民阅读推广聚焦传统文化活化、文旅融合与红色文化创新传播,强化价值引领;同时深化基层文化阵地建设与乡村产业知识赋能,助力乡村振兴,为社会主义文化强国建设提供重要支撑。During the“14th Five-Year Plan”period, public libraries follow the coordinated logic of“technology-driven―demand-pull―systemguarantee”, focusing on high-quality development, and build a modern public cultural service systemthrough digital empowerment,service innovation, and governance upgrade. In the construction of library collections new technologies are relied on to activatethe cultural heritage value of ancient books and other special resources and in the field of services, diversified measures such as creditborrowing, literacy training, and smart space transformation are innovated to improve the accuracy of services.The promotion of nationalreading focuses on the revitalization of traditional culture, the integration culture and tourism, and the innovative dissemination of redculture, strengthening value leadership. At the same time, the construction of grassroots cultural positions and the knowledge empowermentof rural are deepened to help rural revitalization and provide important support for the construction of a socialist cultural power.
