摘　　要：2025年中央一号文件对2025年的“三农”工作进行了系统部署和重点安排,围绕进一步深化农村改革、扎实推进乡村全面振兴提出了明确要求和政策导向,可谓主题鲜明、重点突出,其突出亮点主要体现在六个方面。即:坚持稳中求进、守正创新完善“三农”工作政策体系和工作体系,丰富拓展了“确保不发生规模性返贫致贫”的底线思维,更加重视“全方位夯实粮食安全根基”和全方位多途径开发食物资源,聚焦“三个提升”促进农民增收、增进民生福祉的举措更加有力有效,深化了关于推进乡村全面振兴、建设农业强国动力来源的认识,更加重视以人为本健全推进乡村全面振兴长效机制。The No.1 central document in 2025 systematically deploys and prioritizes the work related to agriculture,rural areas and farmers for the year 2025.It sets clear requirements and policy guidance for further deepening rural reforms and solidly advancing all-around rural revitalization.The document is characterized by its distinct themes and focused priorities,with its highlights mainly reflected in six aspects.Namely,persist in pursuing progress while ensuring stability,uphold fundamental principles and drive innovation to refine the policy and operational frameworks for work related to agriculture,rural areas and farmers,enrich and expand the bottom-line thinking of"ensuring that no large-scale lapse or relapse into poverty occurs",pay more attention to"reinforcing the foundations of food security on all fronts"and developing food resources in an all-around and multi-channel way,focus on"three levels of improvement"to promote more effective and robust measures for increasing farmers'income and improving people's livelihoods,deepen the understanding of the driving forces of advancing all-around rural revitalization and building up China's strength in agriculture,pay more attention to people-oriented and improve the long-term mechanisms to advance all-around rural revitalization.
