国土空间用途管制动态监测监管机制探析

摘　　要：一直以来,由于缺乏有效的国土空间用途管制机制,导致资源过度开发和环境恶化。为了有效解决相关问题,国际上多个国家已经开始探索建立空间规划体系,包括国土空间用途管制要求。国土空间用途管制监管系统建设是为了实现国土空间用途管制各业务的一体化管理,充分利用国土空间用途管制信息资源,推进用途管制的数字化转型。基于此,本文提出了国土空间用途管制动态监测监管机制建设的具体措施,以期为相关工作的开展提供参考和借鉴。Over the years,the lack of effective land use control mechanisms has led to excessive resource exploitation and environmental degradation.To address this issue,multiple countries internationally have begun exploring the establishment of spatial planning systems,including requirements for land use control.This study suggests that,the construction of the national land use control and supervision system is aimed at achieving integrated management of various businesses related to national land use control,fully utilize the information resources of land use control,promote the digital transformation of usage control,specific measures have been proposed for the construction of a dynamic monitoring and supervision mechanism for the use of national land space,for reference and inspiration.
