摘　　要：全球工业化与城市化进程中,大气污染对人类健康、生态系统及经济发展构成严峻威胁,传统行政管制手段难以长效应对,生态补偿机制成为关键解决路径。生态补偿的内涵涵盖生态破坏成本追溯、环境外部成本内部化、生态脆弱区发展机会成本补偿及生态价值高地维护,具有综合性、双向调节、跨区域性等特点,依托外部性、公共物品及可持续发展理论,系统性化解传统治理的公平性不足、动力缺失等问题,实现污染治理、经济发展与生态保护多赢,未来需优化补偿标准、强化技术支撑以助力可持续发展。In the process of global industrialization and urbanization,air pollution poses a serious threat to human health,ecosystems,and economic development.Traditional administrative control measures are difficult to cope with in the long run,and ecological compensation mechanisms have become a key solution path.The connotation of ecological compensation includes tracing the cost of ecological damage,internalizing external environmental costs,compensating for the opportunity cost of developing ecologically fragile areas,and maintaining ecological value highlands.It has the characteristics of comprehensiveness,two-way regulation,and cross regional cooperation.Based on externalities,public goods,and sustainable development theory,it systematically resolves the problems of insufficient fairness and lack of motivation in traditional governance,achieving a win-win situation for pollution control,economic development,and ecological protection.In the future,it is necessary to optimize compensation standards and strengthen technical support to support sustainable development.
