摘 要:随着气候变化和城市化进程加剧,城市洪涝灾害已成为全球范围内的重大挑战,其对城市的经济、社会与生态系统影响日益加大。以生态学视角为切入点,结合荷兰鹿特丹城市水管理系统规划和水广场设计案例,总结其应对洪涝灾害的成功经验,探讨提高城市洪涝灾害韧性的解决手段和规划策略。研究以韧性城市理论为基础,结合生态系统服务和自然解决方案(NbS)等理念,建立了以绿色基础设施和多功能城市空间为核心的韧性城市规划总体框架,提炼出包括加强雨洪管理、促进生态修复以及实现社会协作等一系列具有普适性的技术及管理策略,为全球其他城市保障水安全、推动城市生态环境可持续发展提供了可供参考的实践经验。With the intensification of climate change and urbanization,urban flooding has become a major challenge on a global scale,and its impact on the economy,society,and ecosystem of cities is increasingly posing a huge threat.This article takes an ecological perspective as the starting point,combined with the case of Rotterdam Water Square and urban water management system planning and water square design in the Netherlands,to analyze and summarize the specific measures and successful experiences in responding to flood disasters,and explore solutions and planning strategies to improve urban flood disaster resilience.This research analyzes the theoretical basis of resilient cities based on flood disasters,and combines concepts such as ecosystem services and natural solutions(NbS)to establish an overall framework for resilient city planning with green infrastructure and multifunctional urban spaces as the core.It extracts a series of universal technologies and management systems,strategies,including strengthening rainwater management,promoting ecological restoration,and achieving social cooperation,which provide practical experience for other cities around the world to ensure water security,promote urban ecological environment improvement and sustainable development.
