1921年余姚县黄山湖附子湖垦禁之争探析

摘　　要：1921年浙江省余姚县黄山湖、附子湖发生的围垦争端,是浙江水利史上的重要事件。主禁派为保障七乡农田水利的使用权,援引同乡会势力,对抗主垦派;主垦派试图以法律为依归,提出浚垦兼施的方案,力图争夺土地的开垦权。两方争执由县到省,省府在审阅《覆勘黄山附子湖报告书》后,否定了主垦派的方案,同时也并不认可主禁派试图重构既往的家族管理模式的行为。争端过后,两湖的管理模式由家族管理转向水利公会管理,尽管宗族势力仍起到重要的作用,但国家权力已逐渐渗透到基层水利组织的运作之中。两湖虽暂时被保全,但政府对财政的需求和两湖水利条件的下降,成为其日后被开垦的重要缘由。黄附两湖被开垦的命运,可视为近代以来宁绍平原大量湖泊被开垦的一个缩影。The dispute over the reclamation of the Huangshan and Fuzi Lakes in Yuyao County,Zhejiang Province in 1921 was a significant event in the history of water conservancy in Zhejiang.The anti-reclamation faction,in order to safeguard the right to use the water conservancy facilities of the seven surrounding villages,relied on the power of the local association to oppose the pro-reclamation faction.The pro-reclamation faction,on the other hand,attempted to follow the law and proposed a plan of combining dredging and reclamation,striving to obtain the right to reclaim the land.The dispute escalated from the county to the provincial level.After reviewing the“Report on the Re-examination of the Huangshan and Fuzi Lakes”,the provincial government rejected the plan of the pro-reclamation faction but also did not approve the anti-reclamation faction s attempt to restore the previous family management model.After the dispute,the management model of the two lakes shifted from family management to water conservancy association management.Although the influence of the clan still played an important role,the power of the state gradually permeated the operation of the grassroots water conservancy organization.Although the two lakes were temporarily preserved,the government s demand for finance and the decline in the water conservancy conditions of the two lakes became the main reasons for their eventual reclamation.The fate of the reclamation of the Huangshan and Fuzi Lakes can be regarded as a microcosm of the large-scale reclamation of lakes in the Ningbo-Shaoxing Plain in modern times.
