水电站远程集控的安全风险分析与控制探究

摘  要:远程集控是水电站降本增效、经济效益提高和抗风险能力提升的发展要求,也是改善员工工作环境和生活质量的发展需求,但远程集控同样将带来新的风险。分析了柳坪、雅都水电站远程集控后在通信系统、水库调度、遥调、遥控和辅助业务等方面面临的风险,同时对相应的风险提出了通信通道冗余、“分段”式负荷调整、优化管理和加强值班人员技术培训等控制策略,达到对远程集控后新增的风险进行有效控制的目的。研究成果对于后续雅都、柳坪水电站在远程集控下的安全、稳定、可靠、经济运行具有一定的参考和指导意义。Remote centralized control is the development requirement for cost reduction and efficiency increase,economic benefit improvement and risk resistance improvement of hydropower projects,and also the development requirement for improving the working environment and life quality of employees.However,remote centralized control will also bring new risks.This paper analyzes the risks faced by Liuping and Yadu hydropower projects in communication system,reservoir operation,remote regulation,remote control and auxiliary business after remote centralized control.At the same time,control strategies such as communication channel redundancy,"segmented"load adjustment,optimized management and enhanced technical training of personnel on duty are proposed for corresponding risks,so as to effectively control the new risks after remote centralized control.The research results in this paper have certain reference and guiding significance for the subsequent safe,stable,reliable and economic operation of Yadu and Liuping hydropower projects under remote centralized control.
