摘　　要：中俄茶叶贸易持续200多年。相当长时期内,俄商在中国新疆、东北边疆地区及蒙古,通过茶叶偷运、洒卖、倒灌等方式,大肆进行走私贩私活动。俄商的茶叶走私活动主要发生在第二次鸦片战争之后,通过不平等条约取得在内地通商的种种特权,深入中国茶产区及其他内地,在运输茶叶回国的过程中,采取种种非法手段,向蒙古、新疆、东北地区进行茶叶偷运、洒卖、倒灌等走私活动。俄商进行的种种茶叶走私活动,充分暴露了俄商对中国进行经济侵略的狂妄野心,破坏了中国茶叶市场的完整,严重危害近代中国茶业的正常发展,加速了近代中国茶业的衰败进程。同时,这些茶叶走私行为粗暴践踏中国的国家主权,严重损害中国政府和有关茶商的切身利益,加剧了近代中国本已严重的边疆危机。The tea trade between China and Russia lasted more than 200 years.For a long period of time,Russian merchants carried out smuggling activities in Xinjiang,Mongolia and the border areas of northeast China by means of tea smuggling,roadside sales and reverse smuggling.Russian tea smuggling activities mainly took place after the Second Opium War.Under the cover of unequal treaties,Russian tea traders made use of various privileges such as trade with the mainland to penetrate into Chinese tea producing areas and other inland areas,in the process of transporting tea back to Russia,through various illegal means,to Mongolia,Xinjiang,the Northeast region for tea smuggling,selling,pouring and other smuggling activities.All kinds of tea smuggling activities carried out by Russian businessmen fully exposed their arrogant ambition of economic aggression against China,seriously damaged the integrity of China’s tea market,and seriously endangered the normal development of China’s tea industry in modern times,accelerated the decline of tea industry in modern China.At the same time,these tea smuggling activities trampled on China’s national sovereignty,seriously damaged the economic interests of the Chinese government and tea traders,and aggravated the serious border crisis in modern China.
