战略性新兴产业“卡脖子”技术的识别与突破--以新材料产业为例

摘  要:采用社会网络分析法构建专利引用网络,以新材料产业为例,在专利间引用关系网络中使用PageRank算法识别产业“卡脖子”技术,同时构建专利归属网络,并运用HITS算法剖析产业的创新格局、技术分布导向、技术突破路径。研究表明:美国在新材料产业处于领跑的优势地位,新材料产业的7个细分领域美国均表现强势;中国虽加大新材料产业专利强度、新材料产业竞争力有较大提升,而且核心专利数量仅次于美国、核心专利归属的企业与科研院所数量超过美国,但基础性且不可替代的专利数量仍不足,头部企业数量仍较少。基于此提出突破战略性新兴产业“卡脖子”技术的对策建议。Using the example of the new materials industry,this research employs the PageRank algorithm to identify technology bottlenecks within the inter-patent citation network.It also constructs a patent ownership network and utilizes the HITS algorithm to dissect innovation patterns,technology distribution trends,and paths to technological breakthroughs within the industry.The study reveals that the United States holds a comprehensive leadership position in the new materials industry,excelling across all seven segments.China has accelerated its efforts to enhance patent intensity within the new materials industry.As a result,Chinese competitiveness within this sector has greatly improved.China now ranks second only to the United States in terms of core patents,with a greater number of enterprises and research institutes owning core patents compared to the United States.However,there remains a shortage of fundamental and irreplaceable patents,and the number of leading enterprises remains limited.It also proposes countermeasures and recommendations for surmounting these technological bottlenecks in strategic emerging industries.
