摘　　要：以“科技和金融结合试点”为准自然实验,选取2004—2023年我国284个地级市面板数据,构建多期双重差分模型,实证检验科技金融政策对关键核心技术创新的赋能机制。研究发现:科技金融政策对关键核心技术创新具有赋能作用,这一结论经过稳健性检验与内生性处理后仍然成立。科技金融政策在非资源型城市、一线及新一线城市更能发挥比较优势,对关键核心技术创新的赋能作用更为显著。缓解融资约束、促进科技人才集聚是科技金融政策助推关键核心技术创新的重要渠道。科技金融政策具有明显空间溢出效应,能够推动“本地—邻地”关键核心技术创新。研究结论为加速关键核心技术创新、深入实施创新驱动发展战略提供可靠经验证据与政策启示。Based on the natural experiment of"combining science and technology with finance pilot",this paper uses the panel data of 284 prefecture-level cities in China from 2004 to 2023 to build a multi-period differential model to empirically test the enabling mechanism of science and technology finance policies on key core technology innovation.It is found that scientific and technological financial policies have an enabling efect on the innovation of key core technologies,and this conclusion is still valid after the robustness test and endogeneity treatment.Science and technology financial policies can better play a comparative advantage in non-resource-based cities,first-tier and new first-tier cities,and play a more significant role in enabling key core technology innovation.Easing financing constraints and promoting the agglomeration of scientific and technological talents are important channels for scientific and technological financial policies to boost key core technology innovation.The technology finance policy has obvious spatial spillover efect,which can promote the"local-neighbor"key core technology innovation.The research results provide reliable empirical evidence and policy enlightenment for accelerating the innovation of key core technologies and further implementing the innovation-driven development strategy.
