快轨引领、慢行激活:日本筑波科学城对上海新城发展的启示  

Rail Express Leading and Slow Traffic Activating:Insights from Tsukuba Science City,Japan for the Development of Shanghai’s New Cities

摘  要:在全球城市与长三角一体化战略驱动下,上海新城亟需破解交通与空间协同瓶颈。以日本筑波科学城为例,剖析其“轨道快线引领、慢行系统激活”的双维发展模式。研究表明,轨道快线通过缩短时空距离能显著提升要素流动效率,促进新城与中心城功能耦合和人口产业集聚;慢行系统通过专用路权分层、功能网络分异与停车精细化管理,能实现“效率–人本”协同,激活城市活力。上海新城可借鉴筑波经验推进轨道快线顶层设计,利用快线功能将高端产业导入新城,优化站点布局、丰富运营模式;构建“通勤–活力–休闲”三位一体慢行网络,依托新城资源打造特色立体慢行廊道与骑行系统示范区,通过精细化管理破解轨道站点周边非机动车停车矛盾。Driven by the global city and the integrated strategy of the Yangtze River Delta,Shanghai's new cities urgently need to solve the bottleneck of transportation and spatial coordination.This article takes Tsukuba Science City in Japan as an example to analyze its two-dimensional development model of"led by rail express lines and activated by slow-moving systems".The research indicates that rail express lines can significantly enhance the efficiency of factor flows by reducing the temporal and spatial distance,promoting the functional coupling between new cities and central cities and the agglomeration of population and industries.The slow-moving system can achieve the synergy of"efficiency and humanism"and activate urban vitality through dedicated road right stratification,functional network differentiation,and refined parking management.Shanghai's new cities can learn from the experience of Tsukuba to advance the top-level design of rail express lines,introduce high-end industries into new cities by leveraging the functions of express lines,optimize the layout of stations,and enrich the operation modes.They should also construct a trinity slow-moving network of"commuting-vitality-leisure",build characteristic three-dimensional slow-moving corridors and cycling system demonstration areas relying on the resources of new cities,and solve the contradiction of non-motor vehicle parking around rail stations through refined management.
