摘　　要：城市公共停车管理存在停车数据不互通、停车交易不透明、停车逃缴费监管难度大等难题,以区块链技术赋能智慧交通发展,精准锚定业务场景,优化提升传统智能交通系统的决策管理服务水平。从创新公共停车管理模式、研发停车数据上链和存证设备、设计交通联盟链共识算法与智能合约、停车信用评估建模等方面开展了科学研究与践行落地,支撑上海市公共停车信息平台“汇聚整合资源–联网数据监管–辅助决策支持–综合信息服务”智慧管理服务流程能级提升,提高了停车资源的利用率,改善了停车体验,促进了停车诚信意识和信用水平的提升,符合可持续发展和高质量发展的新发展理念。Urban public parking management faces challenges such as noninteroperable parking data,opaque parking transactions,and difficulties in regulating parking fee evasion.This article explores how blockchain technology empowers the development of smart transportation by precisely anchoring business scenarios and enhancing the decision-making and management services of traditional intelligent transportation systems(ITS).Scientific research and practical implementation are conducted in aspects such as innovating public parking management models,developing parking data on-chain and notarization devices,designing consensus algorithms and smart contracts for transportation consortium chains,and modeling parking credit assessment.This supports the"resource integration-data networking and regulation-decision support-comprehensive information service"smart management service process of the Shanghai Municipal Public Parking Information Platform,enhancing its capability level.It has improved the utilization rate of parking resources,enhanced the parking experience,promoted the improvement of parking integrity awareness and credit level.This aligns with new development concepts of sustainable and high-quality development.
