摘　　要：废弃油脂(俗称“地沟油”)是食品安全领域的突出问题之一,直接关系公众健康和人民切身利益。通过梳理上海市关于“地沟油”制生物柴油的“收、运、储、调、用”全生命周期闭环管理体系,结合循环经济理论与公共治理框架,分析其信息化建设、技术支持与政策扶持机制,总结可推广的经验并探讨面临的挑战,为其他省市“地沟油”治理提供参考。Waste oil is one of the outstanding problems in the field of food safety,which is directly related to public health and the vital interests of the people.By combing"collection,transport,storage,distribution and application"closed-loop lifecycle management system of waste oil biodiesel in Shanghai,combined with the theory of circular economy and the framework of public governance,this paper analyzes its information construction,technical support and policy support mechanism,summarizes the experience that can be promoted and discusses the challenges faced,so as to provide reference for the governance of waste oil in other provinces and cities.
