摘 要:当前各地的乡村治理清单制因关系与过程区隔表现出典型的异质性。透过关系—事件分析与过程—事件分析的嵌套视角,行政与自治的张力通过村庄权力谱系、多元主体博弈、社会资本等关系元素对清单的选择、运行和调适施加直接影响,同时在过程面向上又借由目标对接、行动逻辑、资源依托的合意性关联,转化为技术治理与民主管理的张力并贯穿于清单的输入、行动者、方法、资源、评估、输出等全过程。沿循治理有效的分析理路,异质性与适配性事实上构成清单治理的一体两面,同一治理情境下的单一清单适配性更高,不同治理情境下的组合清单适配性各异。清单制的后续优化既要顺势而为,钝化关系区隔,又要因势利导,钝化过程区隔。具体而言,一方面,在清单酝酿时辨识治理情境,在清单导向上直击治理痛点;另一方面,在执行层面全方位优化主体动能,全周期优化政策引导,全链条优化资源支撑。清单制究其本质是运用国家与集体两种公共资源来重塑以中国式乡村治理现代化为内核的新秩序,对力推清单制的基层政权而言,引领而非掌控、“神合”而非“貌合”,理应成为实际执行中恪守的准则。The current rural governance list system in various regions exhibits typical heterogeneity in terms of causal relationships and process differentiation.Through the nested perspective of relationship-event analysis and process-event analysis,the tension between administration and autonomy exerts a direct impact on the selection,operation,and adjustment of the list through elements such as village power spectrum,multi-party game theory,and social capital.At the same time,in the process aspect,it is transformed into a tension between technological governance and democratic management,which runs through the entire process of input,actors,methods,resources,evaluation,and output of the list through the consensus relationship of goal docking,action logic,and resource reliance.Following the effective analytical approach of governance,heterogeneity and adaptability actually constitute two sides of list governance.The adaptability of a single list in the same governance context is higher,while the adaptability of a combined list varies in different governance contexts.Subsequent optimization should not only follow the trend of blunting the relationship barriers,but also differentiate the passivation process according to the situation.More specifically,on the one hand,identifying the governance context when brewing the list,and the list orientation should directly target the pain points of governance;on the other hand,optimizing the main driving force comprehensively at the execution level,optimizing policy guidance throughout the entire cycle,and optimizing resource support throughout the entire chain.The essence of the list system is to use both national and collective public resources to reshape a new order centered on the modernization of Chinese style rural governance.For grassroots governments that promote the list system,guidance rather than control,and harmony rather than rationality should be the guiding principles in practical implementation.
