区域经济高质量发展的效率测度与影响因素研究——基于数字化转型视角

摘　　要：数字化转型赋能高质量发展,以我国27个省区市为例,选取2016—2022年的面板数据,基于数字化转型视角,结合五大新发展理念构建区域经济高质量发展指标体系,运用DEA交叉效率元前沿方法对区域经济高质量发展效率进行测度。研究表明:我国经济高质量发展水平在2020年受疫情冲击达到最低点后逐步回升,且大致呈现东部、西部和中部地区依次递减的特征,东部地区经济发展水平相对稳定,中部和西部地区波动起伏较大;东部地区2016—2019年经济高质量发展水平低效率的主要原因为技术水平低效率,随着各行业数字化发展,2020年后管理水平低效率成为主导因素;中部地区由于技术上的低效率导致区域经济高质量发展缓慢;西部地区除了2017年和2021年,技术水平低效率是造成组前沿和元前沿之间差距的关键原因。因此,在高质量发展的进程中,要推动区域数字化转型多元化发展,从而差异化推进区域高质量发展,通过数字化转型赋能经济高质量发展。Digital transformation empowers high-quality development.The article took 27 provinces and municipalities in China as an example,selected panel data from 2016-2022,constructed a regional economic high-quality development index system based on the perspective of digital transformation and combining the five new development concepts,and applied the DEA cross-efficiency meta-frontier method to measure the efficiency of high-quality development of regional economy.The study shows that:The level of high-quality development of China's economy gradually rebounded after reaching its lowest point in 2020 due to the impact of the epidemic,and it roughly showed the characteristics of decreasing in the order of the east,the west and the center,with the level of economic development in the east being relatively stable,and having ups and downs in the central and western parts of the country.The main reason for the inefficiency of high-quality economic development in the eastern region in 2016-2019 is the inefficiency of technology,and with the digitalization of various industries,the inefficiency of management becomes the dominant factor after 2020;in the central region,the inefficiency in technology leads to the slow high-quality development of the regional economy;in the western region,except for the years of 2017 and 2021,the low technology level is the main reason for the gap between the group frontiers and meta-frontiers.Therefore,in the process of moving towards high-quality development,it is necessary to promote the diversification of regional digital transformation,promote regional high-quality development while considering the difference and use digital transformation to empower economic high-quality development.
