行政审批视角下的政府重大项目信息化管理研究

摘　　要：针对政府重大项目管理信息零散分布、管理过程中很少利用空间地理信息的情况,以政府重大项目空间位置、审批手续、全景影像、遥感影像等为基础,基于GIS技术设计,整合项目各阶段信息,研究并开发了政府重大项目信息化管理“一张图”系统,实现了政府重大项目“一张图”统计分析可视化展示与审批过程全生命周期监管。本文重点描述了重大项目审批环节、技术流程、系统总体架构、以及系统主要功能,通过打通数据壁垒、消除系统孤岛,实现了重大项目全流程监管工作的“一张图”应用、管理数字化和空间可视化,大大提高了重大项目管理工作效率。In response to the scattered distribution of information in government major project management and the limited use of spatial geographic information,based on the spatial location and approval procedures of government major projects,panoramic images,remote sensing images,etc.integrating information from various stages of the project,the“One Map”of government major project approval services has been developed based on GIS technology design,achieving visual display of statistical analysis and full lifecycle supervision of the approval process.This article focuses on the approval process,technical process,overall system architecture,and main functions of major projects.By breaking down data barriers and eliminating system silos,the“one map”application,management digitization,and spatial visualization of the entire process supervision work of major projects have been achieved,greatly improving the efficiency of major project management.
