山西贸易便利化水平评价与推进研究

摘　　要：贸易便利化是简化程序、协调法规和采用新技术发展的新方向,对于地区外贸高质量发展具有重要的作用。文章采用熵权法TOPSIS测量山西2014—2023年交通基础设施、政府效率、电子商务、海关环境4项一级指标以及15项二级指标,综合评价山西近十年贸易便利化指数。测量结果表明,山西2014—2023年整体贸易便利化指数呈上升趋势,但政商关系有待进一步提升,电子商务对贸易便利化水平贡献较高。因此,提出通过跨省口岸联动提高通关便利化效率、多式联运提升运输便利化、优化营商环境提升政府服务水平、支持数字普惠金融产品多样化发展4点对策。Trade facilitation is a new direction of simplifying procedures,harmonizing regulations and adopting new technologies,which plays an important role in the high-quality development of regional foreign trade.This paper comprehensively evaluates the trade facilitation index of Shanxi in recent ten years(from 2014 to 2023)by using entropy weight TOPSIS to measure four first-level indicators of transportation infrastructure,government efficiency,e-commerce,customs environment and 15 second-level indicators.The measurement results show that the overall trade facilitation index of Shanxi from 2014 to 2023 shows an upward trend,but the relationship between government and business needs to be further improved,and e-commerce has a high contribution to the level of trade facilitation.Therefore,four countermeasures are proposed which are to improve the efficiency of customs clearance facilitation through cross-provincial port linkage,improve transport facilitation through multimodal transport,optimize the business environment and improve the level of government services,and support the diversified development of digital inclusive financial products.
