摘　　要：数字全球化缔造了全球高度互联的世界。全球风险不再是孤立的突发事件、矛盾危机和困局挑战,而是相互纠缠、连环衍生,具有突出的联动叠加效应。全球风险日益复合化,这种复合化趋势体现为数字舆论风险与政治风险的复合、技术对抗风险与经贸风险的复合、交叉科技风险与伦理风险的复合、民用和军用应用场景风险的复合、虚拟世界与现实世界风险的复合。全球风险复合化的主要根源是技术互联渗透、数字议程政治化与关系异化。面对数字全球化时代的全球复合风险,当前的治理处于严重“赤字”状态,国际社会应探索全球风险治理的新路径,在未来应以数字科技创新应对复合化风险;以双轨思路推动全球风险治理体系的设计;以多样化的灵活治理架构推动全球治理合作,强化韧性建设和响应能力建设;强化全球数字信任和“数字脱敏”。Digital globalization has created a highly interconnected world.Global risks are no longer isolated incidents,crises and challenges,but are intertwined with each other and are derived from each other in a chain,exhibiting prominent linkage and superposition effects.Global risks are becoming increasingly compounded.This compounding trend is reflected in several key areas:the compounding of digital public opinion risk and political risk,the intertwining of technological confrontation risk and economic and trade risk,cross-scientific risk and ethical risk,civil and military application scenario risk,virtual world and real world risk.The roots of the compounding of global risks are technological interconnectedness and penetration,the politicization of digital agendas and the alienation of relations.In the face of the compounded global risks in the era of digital globalization,current governance is in a serious state of"deficit".Therefore,the international community should explore new paths for global risk governance,and efforts should focus on:leveraging digital technological innovation to address compounded risks,employing a dual-track approach to promote the design of a global risk governance system,promoting global governance cooperation by adopting a flexible governance structure,and enhancing resilience and responsiveness,strengthening global digital trust and advancing"digital desensitization".
